The Library Director plans, organizes, develops, coordinates, and supervises the library program; represents the library before the Library Board, various officials, community organizations, and the general public; recommends policies to the Board, and implements policies set by the Board.  The Director assists in all operational areas of the library when needed.

The Children's Services Librarian, with the assistance of the Children's Services Aide, selects, orders, and processes juvenile materials; reviews the juvenile collections periodically; assists young patrons with reference work; and assists at the circulation desk.  The Children's Services Librarian prepares and presents children's programs that are educational and entertaining with the goal of stimulating interest in reading and learning.  The Library sponsors monthly programs for children in day care and community playschool; the library also provides Weekly Story Time and a Homework Help for the youth of Saginaw.

Technical Services Librarians classify and catalog adult materials; process and make materials shelf-ready; keep records on delinquent accounts and send overdue notices; keep records on lost or damaged materials; assist patrons with reference work; and maintain the inventory of library materials.

Circulation Services Librarians check out materials, help patrons locate materials on the computer and on the shelves, receive returned materials and re-shelve them; assess and collect fines for overdue items; order interlibrary loan items for patrons; and assist with programs when needed.

Mission Statement

The mission of the John Ed Keeter Public Library of Saginaw is to provide the highest quality public service which will effectively contribute to the enrichment of all residents of the community. This will be done by increasing public awareness of the services offered in a modern public library.

The John Ed Keeter Public Library of Saginaw recognizes its responsibilities, in accordance with the American Library Association guidelines, to collect materials, to organize and make available its resources, and to give guidance in the use of materials.

Vision

The Library is responsible for fulfilling the informational, educational, cultural, and recreational needs of the community by providing free access to library materials in a variety of formats (on-line included) appropriate for the community. The Library cooperates with other libraries, educational institutions, and community agencies in order to provide optimum services.

Strategies

  • To offer opportunity and encouragement for citizens to educate themselves, keep abreast of progress in all fields of knowledge, discover and develop the appreciation of arts and letters; and develop and increase enjoyment of reading.
  • To meet the demand for increased library services through interlibrary loan programs, additional staffing, increased hours, and increased technology.
  • To meet the five-year plan for materials collection improvement that has been drawn up with designated areas of focus for each year.
  • To meet and exceed State per capita averages as our population increases.
  • To work toward acquiring additional space for the library by creating a library addition plan.
  • To maintain programs for children after school and at remote locations in an effort to involve more children in library programs.
  • To provide periodic seminars and entertainment for adults and Senior Citizens.

History

In 1990, the voters approved $720,000 in bonds for City Hall improvements and a new library.  In 1991, land was purchased adjoining City Hall, and ground was broken on March 4, 1992, for the new Library.  The Library opened on November 3, 1992.  On December 3, 1994, the library was renamed after Mayor John Ed Keeter, who died in office on June 30, 1994.  In 2001 the citizens of Saginaw approved a $1.3 million bond issue to double the size of the existing library and to renovate the existing building.  Saginaw proudly supported these improvements.
